Federal housing program is effective, but long waitlist remains a barrier: This story is special to me. I met JR and Tina when I was out at a coffee shop, interviewing people about a mass internet and phone service outage that day. I asked them if they were at the coffee shop because of internet service issues. They told me they were staying at a local shelter, and came into the coffee shop daily to use its internet. We chatted a bit and exchanged numbers. Later, they agreed to an interview about their experience finally finding an apartment.
